In order to compare both ratios, write down the ratios as follows and count the total units per ratio. Then find the common multiple of the total in order for comparison. (ie. Since the remaining number of jelly beans in both situations is the same)
Lowest common multiple of 9 and 12 is 36. Hence, the units in first ratio x4 and the units in 2nd ratio x3. Comparing the ratios, we can see that there's a difference in 1 unit. Therefore, 1 unit represents 12 jelly beans.
Number of green jelly beans at first = 21 x 12 = 252

How u assign the u to each person? I don't understand this part.

D is 4 times J
U assign any no of units to J..
eg if u assign 12u to J then D will have 48 units..
D+J->60units-> 60% of the total since R is 40% of the total.
60u->60%
40u-> 40 %
In this case D-> 48u R->40u. J-> 12u
D got $40 more than R..
So D(48u) minus R(40u) is equal to $40...

Another way is to assign 40u to R
40%-40u
60%->60u(D+J)
D:J-> 4:1

100% is 10u, 40% is 4u. D's share is $40 more than R-- 4u+40. J is 1/4 of R-- 1u+10.

Ho Cheng Sun, you may want to use ratio to help you decide the number of units to use using the concept of lowest common multiple since dick's +jake's share is the same

Jake: 10% of sum + $10
Sum = 100%
40% of sum + 40% of sum + $40 + 10% of sum + $10 = 100% of sum
