Answer sheet says Option (3), may I check if it's possible the answer sheet is wrong.

Nope. He took 40 minutes to walk from his house to the library and back again, which means he walked the distance of from house to library x2. Thus, you will need to divide the distance by 2. Therefore answer is 600m and the answer sheet is correct!
